[help] MPLAB X cannot connect to chipKIT PGM

I'm using MPLAB X v1.60 on OSX 10.9. I'm trying to use the chipKIT PGM to program my Uno32. I followed the instructions from the reference manual for the PGM - select licensed debugger as the debugging tool. It doesn't seem to see it at all, nothing shows up under "licensed debugger". I would download the latest MPLAB X but the Microchip website seems to be down.
